Purpose
ADM Associates, Inc. (ADM) is the Prime contractor on Agreement # 400-24-001 with the California Energy Commission (CEC). This Request for Proposals (RFP) is a consolidated solicitation to select from one (1) to three (3) experienced Subcontractors to represent three (3) specific stakeholder populations in the implementation proceeding in Senate Bill 48 (Becker, Chapter 378, Statues of 2023) (SB 48).
The three (3) stakeholder populations are under-resourced communities, low-income residential tenants, and small commercial tenants. A Subcontractor can Bid to represent a minimum of one (1) up to a maximum of all three (3) stakeholder populations.
This RFP is being issued a second time to gather more responses. Bids to represent all stakeholder groups are eligible, and bids to represent small commercial tenants are of particular interest. If you have already submitted a bid, there is no need to submit a second bid and your proposals are still valid.
