Ms. Goulding has 20 years of professional experience working on program evaluations ranging from energy efficiency program evaluations at ADM, to complex, multi-institutional federal grants (NIH) in an academic environment, to community health needs analyses within the non-profit sector.

Ms. Goulding manages evaluation projects across multiple jurisdictions that include residential energy efficiency measures, residential behavioral programs, as well as commercial energy efficiency programs. Ms. Goulding is particularly interested in programs that provide services to limited income and underserved populations. She has led multiple low-income, multifamily program evaluations.

Goulding has an MBA in supply chain management.
