Mr. Diebel possesses more than a decade of experience in leading comprehensive, long-term program portfolio evaluation projects as well as shorter-term, focused evaluation studies of single programs. In the course of this work, Mr. Diebel provided oversight and technical guidance in the realms of evaluation planning, data collection, analysis and reporting. He has developed tools and products for clients to help mitigate evaluation risk and to provide energy program evaluation transparency. He has ensured that high quality project deliverables are developed on time and within-budget, and that scopes of work and analysis methodologies meet client needs. Mr. Diebel has also engaged with regulatory staff and stakeholder collaborative entities in various jurisdictions regarding evaluation approaches and findings. Mr. Diebel received his B.A. and M.A. in Economics from California State University, Sacramento.
